SHORT BIOGRAPHY OF THE BOARD OF DIRECTORS 

Reverend Sunday Folayan
Reverend Sunday Folayan is the President, Executive Board of Directors, NiRA. He was also a member of the Board at NITDA and a member of the Board at Internet Exchange Point of Nigeria (IXPN). He is an Internet Protocol Network Engineering and Training Consultant with a wealth of experience in the industry. He graduated from the University of Ilorin with a Bachelors Degree in Electrical Engineering in 1988 and a Masters degree in Electrical Engineering in 1992. He is the Chief Executive Officer of General Data Engineering Services, the owners and operators of SKANNET.

Between 2003 and 2005, He served as a member of the Interim At-Large Advisory Committee (ALAC) of the Internet Corporation for Assigned Names and Numbers (ICANN). He is the Co-Convener of the Nigeria Network Operators Group (NgNOG) and a lead instructor of the African Network Operators Group (AfNOG).

He is also the Chairman of the Africa Network Information Centre (AfriNIC), the IP Address registry for Africa. He is a member of the Nigeria Internet Group (NIG), and the Nigeria Computer Society (NCS).

Mr. Sunday Folayan’s passion for human capital development in Nigeria and indeed Africa, has made him participate in several initiatives such as the African Network Operators Group (AfNOG), African ISPs Association (AfriSPA). He Chairs the Board of Newman Training and Development Centre. He is a certified national trainer of the JCI University (USA).


Mr. Muhammed Rudman
Mr. Muhammed Rudman is the Vice President of the Executive Board of Directors at NiRA. He is the DNS Administrator contact for NiRA.

Mr. Rudman is the Chief Executive Officer of the Internet Exchange Point of Nigeria (IXPN), Nigeria’s first and only neutral IXP. IXPN hosts the infrastructure where several Internet Service Providers (ISPs) and network operators exchange traffic to keep local Internet communication within Nigeria and deliver better user experience for the local Internet Community.

He is a veteran IT professional with over 15 years extensive experience in network design, implementation and operations. He worked as network administrator in Independent National Electoral Commission (INEC) from where he moved to Galaxy Backbone. Mr. Rudman is an active member of several professional organizations in and outside Nigeria, and has contributed immensely to the development of ICT sector in Nigeria.

Mr. Rudman is the Chairman, IPv6 Council of Nigeria, a new IPv6 initiative, which was formed by November 2014.


Mr. Biyi Oladipo
Mr. Biyi Oladipo, a member of the Executive Director of Directors at NiRA, is the Treasurer at NiRA. He holds a B.Sc. in Geography from the University of Ibadan, Masters in Information Science from the Africa Regional Centre for Information Science and MBA from the Lagos Business School of the Pan African University. He has attended courses at the IESE Business School of the University of Navarra, Barcelona, Spain and is a Miller Hieman Certified Sales Professional and Certified Miller Heiman Sales Consultant. He is a Covenant University Canaanland, Ota, Economics and Management graduate student. He is also a doctoral student of the Université Gaston Berger, St. Louis, Senegal.

Biyi Oladipo is an expert with a highly successful record of delivering change and improved performance in the private sector. A Business Start-Up and Turn-Around Specialist, who understands and has demonstrated how positive leadership can impact and reposition an organization. He has led many successful organizations and has delivered superior results over the years.

He currently leads the Consulting business of Acuity Limited a firm of consultants with a focus on Business Transformation and Start-Up, as well as project Advisory Services.

Prior to Acuity, he was CEO of SIOtel Nigeria Limited a Licensed Unified Telecommunications Service Provider & a member of the Odogwu Group of Companies, where he was instrumental to the re-engineering and corporate turnaround of the organization.
He had earlier worked with series of IT companies at different levels and in various capacities, including Business Manager, Solutions Development of Resourcery Limited (foremost IT Infrastructure and Systems Integration Company in Nigeria), Head Sales, Soft Solutions Limited (Major Indigenous Software Company in Nigeria and the sole representative of Network Associates owners of MacAfee Anti-Virus Solutions and Magic HelpDesk Solution).

He was Sales Manager, Ideal Infosystems Limited, (A member of the Leventis Group, and the first Authorized Distributor of Toshiba IT Solutions and Products in Nigeria), Business Development Manager, Techno-Logic Nigeria Limited (one of the earliest Microsoft Certified Technical Education Centres in Nigeria as well as Microsoft Certified Solutions Providers), and Sales Manager, Logica Solutions Limited (A pioneer Systems Integration and Total IT Solutions Provider in Nigeria).

He sits on the board of various organizations within and outside Nigeria. He is the Chairman of a Policy Working Group of ISPAN.


Mr. MOHAMMED SIKIRU A. SHEHU

Mr. Shehu is a seasoned Information Technology practitioner, Management Consultant and well experienced in Teaching, Finance, Banking, Policies and Regulatory affairs.

He obtained his first degree from the University of Lagos in 1983. In 1985, he obtained a Masters degree from the same university, and in 1989 he obtained his MBA from the University of Benin. While at the University of Lagos, he won the Federal Government and University of Lagos post-graduate scholarship awards in 1984. He won the E.E.C. Scholarship Award in 1987 and capped it with the award as UNIBEN’s best MBA student in Operations Research in 1989.

Mr. Shehu’s distinguished career in service which cuts across both the public and private sectors began at the Nigeria Airways Plc where he was the Scheduling Clerk between 1978 and 1979. He joined the Mathematical Sciences Department of the thenBendel State University (now Edo State University) in 1983 for his mandatory one year national service and was later retained as a Graduate Assistant. He was also deployed as a Programmer/Analyst at the Computer unit of the same institution, and served as the acting head of the same unit between 1984 and 1985. He left the then Edo State University as Lecturer II in 1989.

In 1989, he joined Coopers & Lybrand Associates as a Consultant and occupied the position until 1990 when he joined Kapital Merchant Bank Ltd as Head-Systems.

Mr. Shehu joined House Loans & Mortgages Ltd, where he served as the Head-Administration/Management Information Systems between 1992 and 1994. Between 1994 and 1997, Mr. Shehu was the Director, Training and Manpower Developmentat the Financial Institutions Training Centre (FITC). In 1997 he joined Worldwide Computers Systems Ltd asDirector of Operations. He was also a visiting Lecturer to the Department of Computer Sciences at the University of Lagos between 1994 – 1999.

A reputation for excellence and competence took him to Hallmark Bank Plc in 1998 as the Deputy Head, Information Technology Division. Between May 1999 – December 2000, Mr. Shehu was Head, Training & Manpower Development at the Bank. He occupied this position until 2001 when he was promoted to the position of Area Manager-Lagos & Western Area Operations. As part of the deliverables, he had the mandate to coordinate operational activities of the fourteen Branches in Lagos and Western Area. In August 2004, Mr. Shehu was promoted to the post of Assistant General Manager/Head-Lagos and West Region, a position where he showcased his talents in banking operations and business development, especially on Credit Administration and Debt Recovery for the bank.

Mr. Shehu’s flair for innovation and excellence has enabled him to distinguish himself in previous appointments through his evolution of programmes and measures geared towards achieving corporate objectives, such as development of new branches, training programmes and staff operation manuals in his time at Hallmark Bank, initiating and implementing the establishment of a Northern Liaison office in Kaduna for the Financial Institutions Training Centre (FITC),as well as taking the FITC training programmes into the international market.

His commitment to continuous self-development has taken him to various reputable training institutions such as Coopers & Lybrand, Lagos; the BONSAI Inxtitute, London and the TEMENOS Education Centre, London, where he received training in Computer Auditing, Applications, Installations, Troubleshooting & Maintenance of Computer Network Systems, amongst others.

He is a Fellow of The Nigeria Computer Society (NCS) and a member of the Computer Professionals (Registration Council of Nigeria) [CPN]. He is also an Associate member of both the Institute of Personnel Management and the Nigerian Institute of Management.

In recognition of his sterling qualities, he was elected to the Board of the Nigeria Internet Registration Association (NIRA) in May 2007. In spite of his very busy schedule, he still made out time to serve as a member of the Nigerian Economic Summit Group (NESG), Member of the Infrastructure Policy Commission of the NESG. He served as the Deputy Chairman, Logistics Committee of Nigerian Economic Summit (NES#13) and Chairman, Logistics Committee for NES#14. Mr. Shehu also participated in various National assignments with respect to Industrial, Educational, Professional and Economic policies development. From 2007 till date, he has been a member of the Joint Consultative Committee on Education (JCCE) and National Council on Education, Federal Ministry of Education. Mr. Shehu also received a Letter of Commendation from the Presidency in recognition of his contributions to the Presidential Task Force on the restructuring of Government institutions/organizations in the telecommunications and I.T sector in Nigeria.

He is a serving Financial Secretary and Member of the Executive Board of NIRA, Chairman, Establishment and Finance Committee of NIRA and Chairman, Nigerian Content Consultative Forum(NCCF) for ICT in Oil & Gas.

Mr. Shehu is the former Registrar/CE of Computer Professionals (Registration Council of Nigeria) [CPN]. He enjoys solving mathematical problems, listening to music, playing chess, traveling and publishing. He is the founder/publisher of Domain Name System (DNS) Africa online/offline magazine; a platform established to promote Internet economy in Africa.


 Mr. Abimbo Olayinka
Mr. Abimbola Olayinka is a member of the Executive Board of Directors at NiRA. He is the Managing Director/CEO of Resort Savings and Loans PLC.

He holds a B.Sc. in Mathematics (1987) and a M.sc. in Computer Science (2001) both from the University of Lagos, Akoka. He is a Fellow of the Institute of Chartered Accountants of Nigeria (FCA) and an Associate Member the Chartered Institute of Taxation (CITN) 2005. He is a Fellow of the Nigeria Computer Society (FNCS) and also on the National Executive Council of the society. He is a Member of the Nigerian Computer Professionals of Nigeria (MCPN).

He has over 18 years of experience in the Mortgage Banking Industry. He was on the Council of Chartered Institute of Bankers of Nigeria (CIBN). He is the immediate past President of Mortgage Banking Association of Nigeria (MBAN). He was the General Manager/CEO of Oasis Savings & Loans Ltd (PMI) and an Assistant General Manager at Safetrust Savings & Loans Ltd (PMI).


Mr. Lanre Ajayi
Mr. Lanre Ajayi is a member of the Executive Board of Directors at NiRA. He is the former National President of the Association of Telecommunications Companies of Nigeria (ATCON).

He is a co-founder and the past President of the Nigeria Internet Group (NIG). He has served as the Vice President of the Internet Service Providers Association of Nigeria (ISPAN) and as the Vice Chairman of Africa Internet Service Providers Association (AfrISPA). He is a founding member of Africa Network Information Center (AfriNIC). He also serves on the board of Generic Name Supporting Organisation (GNSO) of the Internet Corporation for Assigned Names and Numbers (ICANN), the global Internet coordinating agency.

Mr. Lanre Ajayi worked for the Nigeria Telecommunications Ltd (NITEL) for 11 years before establishing PiNet Informatics Limited. He was named the Nigeria ICT personality of the year 2007.

He served as a member of the National Cybercrime Working Group (NCWG). He also served on the Federal Government committee on the National University Network (NUNet). He was appointed a member of the Presidential Task Force for the restructuring of the Information and Communication Technology sector in Nigeria.


Mr. Adebunmi Cornerstone Akinbo

Adebunmi Adeola Akinbo is a Member of the Executive Board of Nigeria Internet Registration Association NiRA. He was elected to that position at the 5th Annual General Meeting in April 2013, and has been involved in the day-to-day coordination of events, policy, and training, as they are related to the multi-stakeholder association across his country.

Poet, Graphics and Content Expert, Management Consultant, Dancer, Martial Art Practitioner and Social Media Guru, his signature is Akinbo A. A. Cornerstone . He believes that poverty can be eradicated with Knowledge Transfer and Mentorship. To him,”Consistency confirms credibility”.

While in the University, he advocated for the introduction of Cyber Cafe while serving as the Secretary General of the Students Union, Obafemi Awolowo University, Ile-ife. He pushed for the introduction of an ePortal as the Chairman of Telecoms and Internet Subscribers Forum. He also led the advocacy for Mobile Monitoring of Election, using Edo State as a pilot face. He has also worked with the Nigerian .ng ccTLD for over nine years, considering that he was a Pioneer Member of the Board of Trustee till April 2013 when he voluntarily resigned to work with the NiRA Executive Board of Trustee.

He has been involved with ICANN as a member of ISOC’s Nigeria Chapter for over seven years and ALAC for over three years, as of July 2013. Having run many ICANN Online Meeting for young people, he was part of the Nigerian Delegation to Singapore in 2011 advocating to host the World in Nigeria by 2013 and was in Argentina as well for Nigeria by 2015.

His other roles and projects include: Founder of Webmasters Guild Nigeria; Innovative Member of the Management of Successgate Foundation (Former Project Director); Founder of Webmasters Guild Africa; Managing Director of TRIACE Contractors; CEO of Change Channel Communications; Executive Director of Research, Relations, and Technology at Yomm Kinboss Limited; Innovator of My Nigeria Online (MyNOL), Project Director at Saving Lives Nigeria, President of the Young Internet Professionals (YiPS) and a member of Nigerian Professionals (NiPRO).

He was appointed as the Acting Secretary | Chief Operating Officer for the Nigeria Internet Registration Association (NiRA) to manage the affairs of the Secretariat pending the appointment of a substantive Chief Operating Officer (July 23rd, 2013 to May 21st, 2014). He was saddled with the responsibility of improving the Public Relations and Re-organization of Information and Upgrades in Service, Secretariat Management and Business Development. He co-runs and write for DNS Africa, a new magazine that debuted at the ICANN 47 informing Africa all about the DNS Industry in the world with focus on Africa. He is a pioneer member of DNS Global Initiative Alliance (dgintal), the spring board of Domain Name System (DNS) Global Academy, created in 2014 to educate, expose and exchange information and opportunities for developing minds about the internet of everything. Collaborating and using Online tools, concentration is focused on like-minds to empower the enduser and the willing novice.


Mr. Segun Akano,

Segun Akano is currently the M.D/CEO of Upperlink Limited. Upperlink is an indigenous software development company which commenced as a startup in 2003, but has grown organically and now emerging as the Nigeria Software Powerhouse.

Upperlink has two main offices in Nigeria and a subsidiary, Upperlink Incorporation based in GA, USA.
Segun Akano’s vision for Upperlink is to transform each of their four range of product portfolio into full subsidiaries under Upperlink Group of companies.

Already, the company has recorded milestones in each area of: Domains, Payments, Enterprise Software Application and Google apps for Business.

Segun Akano is currently undergoing mentoring under Stanford SEED, Accra Ghana, an initiative set up by Stanford University,USA , meant to assist medium sized Companies in West Africa to scale up to conglomerate.

Segun Akano had his first degree in Building from Obafemi Awolowo University in 1989 and Masters of Business Administration from University of Lagos in 1999. He has attended several conferences locally and abroad, He had served Nigerite Limited in various capacities for 10 years before the formation of Upperlink.

He was recently appointed to the Executive Board of Nigeria Internet Registration Association (NIRA) in April 2015.


Mr. Sunday Olutayo,

Sunday Olutayo is an entrepreneur, the founder of Sadeeb Resources Ltd and Sadeeb Technologies Ltd. He is presently serving as the CTO and Solution Architect at Sadeeb Technologies Ltd where he has been involved in developing and managing of enterprise software solutions for varying degree of clients.

He is very passionate about technology and commands a lot of practical technical skills, ranging from PostgreSQL DBA, Linux System Administration, DNS & IP engineering, Message-oriented architecture and many more. Also he was recently trained by University of Virginia in Business Strategy.

He studied accounting in University of Benin and Unix/Linux Administration in University of Illinois at Urbana Champaign.

He is a member of the Nigeria Internet Group (NIG) and a member of the Executive Board of Directors at NiRA.


Mr. Ikechukwu Nnamani

Engr. Ikechukwu Nnamani is the President/Chief Executive Officer of Medallion Communications Limited, a company that strives and carved out a niche in the Nigerian telecom industry as an authority in interconnect exchange clearinghouse services.
